Description

The operating system reported an error trying to create a mutex semaphore that is used to serialise access to the central trace output file.

Cause

The most likely problems are either that a previous instance of the Server Manager did not terminate correctly and has left the semaphore in an invalid state or that the operating system does not have sufficient resources to create a new semaphore object.

Action

Restarting the server operating system should free the resources needed to create the semaphore.
