Power PDF may be set to Reader mode by a system administrator. In this case you still have access to many program features, such as commenting, but you may not be able to modify the content. In a company environment, a system administrator has a wide range of choices, which features to include and exclude, as detailed in the Customization Kit Guide. Please consult the system administrator with any related issue.
Some parts of this Help system will not apply to power PDF running in Reader mode. Areas of functionality definitely not included in Reader mode are:

PDF Document Optimization
Redaction
Splitting PDF Documents
Tagging PDF Documents
