An ImageDecoder used to read Tla images from a Stream.

By default, when opening a Tla image using the AtalaImage or Workspace objects, this decoder will automatically be selected from the RegisteredDecoders and does not have to be explicitly set.
A TLA image can save images in an encrypted format. A password needs to be supplied for opening these image formats.
