There are two variants of the .NET API, one using exceptions for reporting errors (SPSignDoc_5.0_DotNetEx.dll), the other using return codes for reporting exceptions (SPSignDoc_5.0_DotNetNoEx.dll). You are looking at the documentation for the variant with exceptions.
